Man wanted for murder, rape of teen arrested after hours-long standoff

DAYTON — An hours-long standoff involving a man wanted for multiple violent crimes in northern Ohio ended with an arrest in Dayton Monday afternoon.

Officers were reported in the area of the 3600 block of Delphos Avenue shortly before 10:30 a.m. They were there with the U.S. Marshals Office to serve a warrant on a wanted suspect.

The standoff involved a man, identified as 50-year-old John Armstrong, who was wanted for murder in Cleveland and rape of a 14-year-old in Akron, Dayton Police Major Paul Saunders confirmed on the scene.

Armstrong came out peacefully shortly after 3 p.m., which was a big contrast to what he did on Monday morning.

Police told News Center 7 that Armstrong fired shots from an apartment two different times.

“When they were attempting to arrest him, and then he also fired some rounds during the incident at drones that were being deployed,” Saunders said.

U.S. Marshal Michael Black said in a release that one member of law enforcement suffered a “minor laceration to the leg.”

As shown on News Center 7 at 5:00, video from Sky7 showed the large response from SWAT team members, who fired dozens of tear gas cannisters into the home. That led to talks that led to Armstrong finally walking out.

“The apartment is not in his name,” Saunders said. “To my knowledge, he was visiting that apartment.”

The U.S. Marshals said Armstrong was wanted in connection with the murder of 46-year-old Juvar King, who was reported missing in February. East Cleveland Police found his body over a month later. He had been shot in the head.

In May, the Summit County Sheriff’s Office also issued a warrant for Armstrong’s arrest, but this was in connection with the rape of a 14-year-old.

“Our fugitive task force is comprised of the best officers from all over the state of Ohio. Outstanding collaborative efforts by both US Marshals task forces in northern and southern Ohio resulted in a dangerous fugitive being taken off the streets today,” U.S. Marshal Pete Elliott said in a statement.
